Case Study

Project Care Agent: Building a Community-Based Eldercare Workforce

Challenge

Fei Yue was expanding its Senior Activity Centres into Active Ageing Centres as demand for senior services continued to grow. However, there was a shortage of people entering the eldercare workforce, creating a need for more trained manpower to support seniors and centre operations.

What We Did

SG Assist developed the Project Care Agent Programme to train Singaporeans aged 40 and above with practical eldercare skills and place them within Fei Yue’s Active Ageing Centres. The programme combined hands-on training with workplace experience, giving participants opportunities to support seniors through community engagement, befriending, home visits, programme coordination and other centre activities.

Outcome

From FY2022 to 2025, the programme enrolled 210 participants across 6 batches, contributing 29,596 volunteering hours and supporting 12 Active Ageing Centres islandwide. Care Agents also helped strengthen manpower, build relationships with seniors and support their emotional well-being and engagement. Some participants continued volunteering, while one Care Agent went on to join the centre as a staff member.

What We Learned

A community-based workforce can create value on both sides. When participants are given practical training and real workplace exposure, they can discover new strengths, build confidence and find purpose, while organisations gain additional manpower and richer engagement with seniors. The programme also showed that investing in people can create longer-term outcomes, including continued volunteering and even employment within the sector.
